Head of Coastal Engineering

Head of Coastal Engineering job position which is specializing in Engineering - Civil / Construction is offered on Full Time basis. Job description

    1. Assumes responsibility for capital projects including organization and management of projects from feasibility study through the design and construction stages to commissioning, handover and final accounts. Ensures the implementation of value engineering and quality management practices throughout the project cycle. Participates in achieving the Directorate’s strategic and annual objectives.

    2. Participates in setting objectives for controlling large and complex projects in coordination with the Engineering Section Chiefs.

    3. Participates in the process of prequalification of consultants and contractors.

    4. Undertakes the selection of consultants and contractors, and evaluation of their proposals.

    5. Contributes to Quality Management System Planning for SPD and implements of project management procedures such as ISO 10006:2003 guidelines.

    6. Reviews applicable environmental regulations requirements and sets methodologies for environmental assessment, environmental management planning and implementation, and control of mitigation measures.

    7. Contributes to the negotiation and implementation of environmental compliance actions in projects and interacting with regulatory agencies and other concerned entities.

    8. Contributes to developing standard instructions to consultants and contractors that highlight what quality and performance results the Ministry expects and considers acceptable.

    9. Contributes to enhancing QA/QC policies and procedures for consultants and audits their performance in project management and in materials approvals.

    10. Contributes to enhancing the RFP templates for consultants and contractors and the competency requirements for their staff.

    11. Sets, maintains and updates technical standards pertaining to strategic projects, and oversees the application of safety and quality standards in projects.

    12. Supervises and controls technical studies, designs, research and work related to contracts.

    13. Trains new staff when required.



    Project Management operations tasks:

    24. Plans, organizes, monitors and controls the implementation of assigned projects.

    25. Implements effective Project Management methods and ensures that the Department’s objectives are achieved through efficient handling of the project cycle activities.

    26. Reviews the consultant’s report on the project and quality plans of the contractor and the quality plan of the consultant and enforces strict implementation of these plans to ensure the timely completion of projects according to specified standards.

    27. Monitors and supervises the consultants’ performance and ensures proper coordination with concerned authorities.

    28. Supervises consultants in developing complex design work, specifications and cost estimates connected with projects.

    29. Develops and supervises studies to assess the impact of projects on the environment.

Working experience : 6 years


    BSc in Coastal or Environmental Engineering with at least 6 years relevant experience
