Sr. Environmental Engineer job position which is specializing in Engineering - Environmental, Health Safety is offered on Full Time basis. Job description

     Plans, organizes, monitors and controls the implementation of projects. Participates in achieving the Directorate’s strategic and annual objectives.

     Implements effective Project Management methods and ensures that the Department’s objectives are achieved through efficient handling of the project cycle activities.

     Participates in the process of prequalification of consultants and contractors.

     Reviews the consultant’s report on the project and quality plans of the contractor and the quality plan of the consultant and enforces strict implementation of approved plans to ensure the timely completion of projects according to specified standards.

     Monitors and supervises the consultants’ performance and ensures proper coordination with concerned authorities.

     Supervises consultants in developing complex design work, specifications and cost estimates connected with projects.

     Supervises studies to assess the impact of projects on the environment.

     Participates in negotiations with contractors to ensure quality and cost effectiveness.

     Oversees monitoring environmental impact, facility or site assessment, and corrective action programs.

     Studies any necessary amendments to contracts, drawings and specifications in order to optimize the projects.

     Examines and approves programme of work, samples of construction materials submitted by contractor and recommend for approval by consultant

     Reviews and advises on consultants' evaluation of contractors’ proposals, their method statements and other technical and construction approaches and assists in obtaining way-leaves necessary for the project.

     Visits the construction sites to verify timely execution of the work by contractors to the required quality standards. Ensures avoidance of delays, waste and abuse.

     Attends various meetings and conferences as required

     Conducts periodic meetings with user ministries or consultants in developing complex design work specifications and cost estimates connected with projects and to review progress and problems.

     Monitors projects progress, exercises project control: schedule, quality, progress, cost and budget, reviews monthly progress reports prepared by consultants, and prepares management summaries. Reviews in coordination with contract Administration Unit the certificates of payment recommended by Consultants and third party Q.S.

     Ensures projects are completed in full compliance with defined standards, budgets and schedules.

     Liaises with CPU and other concerned authorities and agencies if required.

     Coordinates with Contract Administration Unit to evaluate changes, variation orders recommended by consultant and contractual claims on a current basis, and assists in resolving disputes.

     Coordinates with the Contract Administration Unit to administer tender bonds, performance bonds, bank guarantees, retentions, penalties and time and financial claims in coordination with concerned departments.

     Provides consultations and advice in his/her discipline or specialty to other sections and to projects carried out by other sections, applying professional engineering knowledge and skills to a variety of engineering functions.

     Prepares memos, participates in communication meetings or site visits addressing technical problems and mitigations.

     Contributes to improving engineering practice and methods, dissemination of lessons learned and knowledge management in SPD, the Ministry and the community at large.

     Communication Skills:

     Fluent English and preferably Arabic.

     Highly effective written and oral communications skills

     Other Factors:

     Knowledge of Project Management tools and Methodologies (i.e. including related applied software).

     Knowledge of management of large contracts including financial responsibility.

     Familiarity with International Standards and Codes of Practice, the Metric Systems.

     Knowledge of environmental assessments and monitoring protocols, methods and equipment.

     Knowledge of technical programs, research, and trends in the practice of environmental quality investigations, assessment, pollution control, and remediation.

     Experience in evaluation and analysis.

     Excellent relationship management and negotiation skills.

     Ability to lead change processes.

     Ability to work in a team environment and use participatory decision-making.

     Interpersonal and leadership skills.

     Ability to exercise independent judgment and initiatives in making difficult contractual and technical decisions.
